The Student's Pass is the mandatory residence document for any foreigner enrolling in an approved full-time course in Singapore, whether at one of the 6 autonomous universities (NUS, NTU, SMU, SUTD, SIT, SUSS), a polytechnic, or a private education institution registered with the Committee for Private Education. Applications are submitted online by the institution (or applicant) through ICA's SOLAR e-Service, with a S$45 processing fee and S$60 issuance fee. Important limitation: Singapore has no dedicated post-study work visa or study-to-PR track; the pass is purely course-tied, so any path to permanent residence requires first securing an Employment Pass after graduation, which is a separate, employer-sponsored and competitive process.

Your step-by-step roadmap
Secure admission
- Apply to and receive an unconditional offer from an approved Singapore institution
- Confirm the course and institution are eligible for a Student's Pass
Submit the Student's Pass application
- Register and submit the application via ICA's SOLAR e-Service, 2 to 3 months before the course starts
- Pay the S$45 non-refundable processing fee and upload required documents
- Receive the In-Principle Approval (IPA) / approval letter from ICA
Complete formalities in Singapore
- Enter Singapore and attend the appointment at the ICA Services Centre
- Submit the medical examination report and acknowledge the Terms and Conditions form
- Pay the S$60 issuance fee (plus S$30 multiple-journey visa fee if applicable) and collect the pass
Post-study transition (separate route)
- After graduating, secure a qualifying job offer to apply for an Employment Pass (min. fixed salary S$5,600/month, S$6,200 for financial services)
- After working and residing for typically 1-2+ years, apply for Permanent Residence with ICA

Citizenship: The Student's Pass itself offers no route to permanent residence or citizenship; a graduate must first obtain an Employment Pass, then apply for PR (often after 1-2+ years of stable employment), and only after holding PR for at least 2 years can apply for Singapore citizenship, with all stages discretionary and competitive.
