Philippines → Singapore: the Singapore EntrePass (Entrepreneur Pass) roadmap
The EntrePass is Singapore's primary work pass for foreign entrepreneurs who want to start and run a venture-backed or innovative-technology company in Singapore. It is self-sponsored (no employer and no minimum salary), but the applicant must register a private limited company in which they own at least 30% of shares and meet at least one of several qualifying criteria (e.g. SGD 100,000 raised funding, recognised incubator support, holding key IP, or a research collaboration). The pass leads to Permanent Residence and eventually citizenship, but only if the business hits escalating spending and local-hiring milestones at each renewal; figures here are accurate for 2026 but the exact PR-grant timeline is discretionary, so confidence is medium.
Moving from Philippines
- You apply for the Singapore EntrePass (Entrepreneur Pass) at the Singapore consulate, embassy, or visa application centre that serves Philippines, confirm the office and the current appointment wait for your region.
- Qualifications and work experience earned in Philippines usually need a credential assessment or recognition before they count toward Singapore's requirements.
- Budget for certified translation and apostille or legalisation of your Philippines documents (degree, police certificate, civil records).
- Check whether a Philippines passport needs a short-stay visa for any in-person biometrics or interview steps.

- Applicant must hold at least 30% of the company's shares.
- Business must be venture-backed or own innovative technologies; certain sectors are excluded (food services, hospitality, wellness, employment/recruitment agencies, geomancy, etc.).

Your step-by-step roadmap
Set up the company and prepare evidence
- Incorporate (or plan to incorporate) a private limited company with ACRA, ensuring you hold >=30% of shares
- Assemble proof for at least one qualifying criterion (funding term sheets, incubator letter, granted/filed IP, or research agreement)
- Prepare a business plan with product, market, financials and local-hiring projections
Submit the EntrePass application
- Lodge the application with the Ministry of Manpower (MOM) and pay the S$70 application fee
- Wait ~6 weeks (often 8-12 weeks) for assessment by MOM and the Standards, Productivity and Innovation Board / Enterprise Singapore
Get issued and collect the pass
- On approval, receive the In-Principle Approval (IPA) letter (valid 6 months) and pay the S$150 issuance fee
- Attend a biometrics appointment at MOM Services Centre and collect the physical pass (card within ~4 working days)
Operate and renew
- Run the business and meet renewal milestones (e.g. year 2: SGD 100,000 annual spend + 3 local staff or 1 local PMET; rising to SGD 400,000 + 12 local staff or 4 PMET by year 8)
- Renew before expiry (1st renewal up to 1 year, later renewals up to 2 years)
Apply for PR and later citizenship
- After a sustained operating track record (ICA typically looks for 2-3 years), apply for Permanent Residence via the PTS scheme through ICA
- After holding PR for at least 2 years, optionally apply for Singapore citizenship, subject to residence and approval

Timeline & path to citizenship
Timeline: Plan roughly 8-12 weeks from application to an issued pass, then 2-3 years of operating the business to build a credible PR case, with citizenship possible a few years after PR is granted.
Citizenship: EntrePass holders can apply for Permanent Residence via ICA's PTS scheme (no fixed minimum, but ICA typically expects a 2-3 year operating track record meeting renewal milestones); Singapore citizenship can then be applied for after at least 2 years as a PR, both subject to discretionary approval.
